- 1 cup unsweetened cocoa powder (Dutch-processed preferred)
- 1 cup all-purpose flour
- 1/2 teaspoon baking powder

- 1 1/2 cups white chocolate or candy melts
- Orange and purple food coloring or candy melts
- Halloween sprinkles (bats, pumpkins, eyeballs, etc.)
- Candy eyeballs (optional but fun!)
- Crushed Oreos for garnish (optional)
Directions:
1. Preheat oven to 350°F (175°C). Grease or line a 9x13-inch baking pan with parchment paper.
2. In a large bowl, whisk together melted butter, granulated sugar, and brown sugar until smooth.
3. Add eggs one at a time, beating well after each addition. Stir in vanilla extract.
4. Sift together cocoa powder, flour, baking powder, and salt in a separate bowl.
5. Gradually add the dry ingredients to the wet ingredients, mixing gently until combined.
6. Fold in chocolate chips if using.
7. Pour half of the brownie batter into the prepared pan and spread evenly.
8. Arrange the Oreos in a single layer over the brownie batter.
9. Carefully spread the remaining brownie batter over the Oreos, covering them completely.
10. Bake for 35-40 minutes, or until a toothpick inserted near the center comes out with moist crumbs.
11. Remove from oven and let cool completely in the pan.
12. Melt white chocolate or candy melts according to package instructions.
13. Divide melted white chocolate into two bowls; color one orange and the other purple with food coloring or use colored candy melts.
14. Drizzle or pipe the colored chocolate over the cooled brownies, creating festive designs.
15. Decorate with Halloween sprinkles, candy eyeballs, and crushed Oreos as desired.
16. Allow the topping to set before slicing and serving.
